Call for Proposals for Research Projects at the TF R-T
BioMedTech Campus

With funding from the European Regional Development Fund (EFRE) and additional state funds, the Ministry of Economic Affairs of the State of Baden-Württemberg supports the ‘BioMedTech Research Campus’, which was awarded as one of 21 socalled ‘lighthouse projects’ in the statewide RegioWIN competition in 2015. These funds are being used to provide laboratory and research units at the BioMedTech Research Campus. The allocation of the premises is handled by TF R-T.

• Recipients of funding

TF R-T GmbH makes this research infrastructure available to regional medical technology and biotechnology companies and research institutes so that they can collaborate and conduct research on joint projects. The Research Campus is intended to give the cooperation partners the opportunity to conduct market-oriented research and product development at a shared location. By fully passing on the
development subsidy for the innovation infrastructure, the renting companies and institutions receive the economic benefit in accordance of RegioWin funding.

• Special eligibility requirements

A prerequisite for funding is the cooperation of several independent partners from industry and science to solve joint R&D tasks (joint project) in the field of medical technology and biotechnology.
The joint project should comprehensibly describe the care provision, reimbursement and commercialization scenario for the product innovation. The coordinating partner may be assigned to either the economic or scientific sector and must be presented as the primary exploiter. Joint economic exploitation by several partners is possible and desirable.

• Type of funding

From 1 April 2026, TF R-T GmbH will lease the infrastructure of the fully equipped laboratories, offices and ancillary rooms on the research campus on favourable terms for a maximum occupancy period of five years.

Space available:
Office and laboratory space including shared areas with 259 m² of usable space; archive, storage and server room including shared areas with 47 m² of usable space and 3 car parking spaces.

Net monthly rental costs:
The monthly rent is €10.59/m² for the offices and laboratories, €4.53/m² for the storage, server room, archive and communal areas,
and €10.30/unit for the car parking space.

• Application

The joint project must be submitted electronically in the form of an assessable project outline (max. 5 pages) by email to info@tfrt.de by the designated joint coordinator. The documents are available at: https://www.tfrt.de/technologiegebaude-uberblick/forschungscampus-biomedtech/
For evaluation purposes, the project outline must contain the following:

  1. Topic and objective of the project,
  2. Social and health economic significance, market potential, economic competition situation,
  3. State of the art in science and technology, novelty of the solution approach, own preliminary work on the project question,
  4. Joint structure of all participating partners,
  5. Necessity of the grant: scientific-technical and economic content with justification for the use of shared office and laboratory space

• Submission deadline and legal situation, de-minimis aid

The submission deadline is four weeks after publication on the TF R-T homepage. Submission of an application does not constitute entitlement to funding.
Funding consists of the provision of office and laboratory units for a maximum occupancy period of five years. This innovation infrastructure, created with EU and Baden-Württemberg state funds, is leased to applicants at a low cost. The tenant(s) are advised of the rules on state aid under Art. 107 et seq. TFEU. For this reason, the transfer of any economic advantage gained through the funding to the users must be traceable and precisely documented.
A declaration by the applicant regarding previous de minimis aid (Appendix ‘Declaration by the applicant regarding previous de minimis aid’) must be enclosed with the application. The aid is limited to the general de minimis threshold of €300,000 over a period of three fiscal years.

• Non-discriminatory and transparent selection

The project outlines received will be evaluated and documented by an independent panel of experts from the Association for the Promotion of Biotechnology and Medical Technology (BioMedTech) e.V., based in Tübingen, in a non-discriminatory manner
according to the following criteria and weighting:

  • Significance of the research objective; social needs and healthcare needs (20 points)
  • Scientific and technical quality of solution approach (20 points)
  • Level of innovation of the scientific technical concept (20 points)
  • Technological and economical potential (10 points)
  • Qualifications and competencies of the partners (10 points)
  • Commercialization prospects, market potential (10 points)
  • Assessment of the need for the shared use of office and laboratory space (10 points)

Maximum number of points: 100 points. Minimum number of points required: 60 points.
The review panel consists of leading experts from regional universities and industry with experience in reviewing projects in the fields of medical technology and healthcare. The review panel meets no later than two weeks after TF R-T GmbH has submitted the applications to evaluate the project outlines received.

• Decision-making process

Based on the above assessment, the independent panel of experts ranks the applications received. This result is documented and submitted to TF R-T GmbH as the client. The ranking forms the basis for TF R-T GmbH's decision on funding.
